_Challenge
Fentanyl and other illicit drugs pose a significant threat. While US Federal law enforcement, and security agencies face a daunting task to disrupt the flow of drugs.
In 2024, 73,654 people died from a fentanyl overdose in the US. Transnational criminal organisations (TCOs) have been shifting tactics to ensure that a steady supply of these deadly drugs continues to flow.
The TCO supply chain is shifting with synthetic drug precursor chemicals being shipped from China and other countries to Mexico before being smuggled into the U.S. through established smuggling routes and techniques.
_Solution
• Developed an innovative TCO profiling approach which sought to identify and predict “operational patterns” of behavior and vulnerabilities within a TCO network.
• Leveraged AI and machine learning tooling to help identify patterns based on published law enforcement data (indictments and judgements) and mining open-source information.
• Exploited enhanced OSINT collection techniques to identify TCO “playbook” characteristics such as leadership, safe havens, finance, communications, movements, intelligence, logistics, personnel, and territory control.
